A 25-story apartment tower is proposed for the northeast corner of Mill Avenue and University Drive in Tempe.
Included in the proposed project are 453 apartment units and 3,800 square feet of commercial space on the ground floor, according to developers CA Ventures and Wexford Developments and their land-use attorney, Sendor Associates, which presented the 16 East University project to the Tempe Development Review Commission on March 28.
Currently, the .67-acre site is home to a three-story office building and parking deck. Nearby operators include the Mirabella at ASU retirement community, the Westin Tempe hotel and the Omni Tempe hotel at ASU, which is getting ready to open later this spring.
The 453 apartments would include 100 studios, 99 one-bedrooms and 254 two-bedroom units. The apartments will rent for market rate, which hasn’t been determined yet.
Commissioners voted March 28 to approve a planned area development overlay and use-permit for tandem parking for the project on a 5-2 vote. However, the development plan review was continued until the commission’s April 11 meeting.

Wexford Developments and Wexford Real Estate Investors broke ground March 29 on First & Farmer, which will bring 200 new rental apartment units in a seven-story building in downtown Tempe.
“We are thrilled to be starting construction on a project that will provide additional rental housing options to residents in the city of Tempe. There is significant demand for more housing in this immediate area and First & Farmer will help serve this need,” said Sam Gordon, co-founder and principal of Wexford Developments, in a statement.
